做厙TV Interim Commissioner Shannon Tahoe today appointed Bruce Singer as a State Monitor for the East Ramapo Central School District.泭 Mr. Singer will work with Dr. Denise Lowe who has been a State Monitor for the District since November 2018.泭 The State Monitors oversee District operations and propose measures to help ensure students have access to high-quality instruction, programs and services.
By working hand in glove with our State Monitors, the East Ramapo School District continues to make incremental improvements in its efforts to improve outcomes for the children of the District, said Board of Regents Chancellor Betty A. Rosa.泭 I am confident that Mr. Singers extensive experience in managing and overseeing district business practices will be a valuable asset to Dr. Lowe, Superintendent Wortham and the school board.
With more than 40 years experience overseeing school district fiscal operations, Mr. Singer holds the appropriate knowledge and skill set to keep the East Ramapo School District moving in the right direction, said Interim Commissioner Tahoe.泭 It is paramount that we build on the progress made in recent years to ensure every student in East Ramapo has access to a high-quality education.泭 I thank Dr. Lowe and the District and Board leadership for their ongoing commitment to this endeavor and I look forward to continuing to support them in their work.
The Monitors responsibilities include to:
- monitor district operations in the areas of curriculum and instruction, budgeting, and planning;
- provide guidance and technical assistance related to educational policies, practice, programs, and decisions of the district, its Board of 做厙TV, and superintendent;
- consult with the district to develop a long-term strategic academic and fiscal improvement plan;
- provide an annual report to the Commissioner and the Comptroller on contracts that the districts entered throughout the year; and
- provide regular feedback, progress reports, and updates to the district, SED, and to the Board of Regents upon request.
Monitors Lowe and Singer will continue to build on the progress that East Ramapo CSD has made over the past several years and will continue to work with the district, the school board and the community to help address academic and fiscal challenges.
Working cooperatively with the State Monitors and the School Board, the district has taken actions to improve its financial stability; academic opportunities and outcomes for all students; success for students with disabilities and English language learners; and compliance with state and federal laws and regulations.
Mr. Singer brings 40 years of experience in managing district operations to the State Monitor position, most recently serving as the Interim Business Official for the East Quogue Union Free School District and the Associate Superintendent for Business Operations at the Sachem Central School District prior to that.泭 Mr. Singer received his bachelors degree from Bernard M. Baruch College, his MBA in Finance and Computer Science from Adelphi University and his School District Administrator Advanced Certificate from CW Post, Long Island University.
Notable accomplishments by the district in recent years include:
- Moodys Rating was upgraded for the District from Baa2 Outlook Negative into Baa2 Outlook Stable;
- Built up an unassigned fund balance of $8,486,745 equal to 3.52% of the current year budget. The state maximum limit is 4%;
- Ended the contingency fiscal year with a net positive of $73,210;
- Strengthened its financial management practices, implemented an improved accounting policy and vigorously monitors expenditures; and
- 188 additional teachers hired since the 2014-15 school year and increased the substitute teacher pool by 25%;
